They are distressed when they hear the royal notice that they have to pay the taxes of three years within a week. The people plead to Laxmibai to consider their troubles. The moneylenders ask the people to repay their loan. Sakhubai talks to Fraser and congratulates him on their successful plan. She is stunned to see Laxmibai standing behind her.
